Important Update from OARRS

On April 25, 2017, the Ohio Automated Rx Reporting System (OARRS) upgraded to its new software platform.  While every attempt was made to ensure a smooth transition, the Board is aware of some access issues and is working diligently to correct these issues.   For those currently experiencing access issues, please be aware of the following:  

The new system uses e-mail addresses rather than user names.  If you do not recall the e-mail address linked to your OARRS account, you will have to contact the Board at 614-466-4143 option 1, or by email at info@ohiopmp.gov. Due to the upgrade, we are experiencing higher volumes of phone calls and emails than usual. We will address your issue as soon as we can.  

The new system cannot import your previous password.  All users are required to reset their passwords when they login for the first time. To reset your password, use the Password Reset link on the login page. If your account is not able to be found, please register for a new account. If you are otherwise unable to reset your password, please call the Board at 614-466-4143 option 1.

*NEW* Consolidated Auxiliary Duties (C.A.D.) Matrix

The Ohio State Dental Board (Board) is excited to share our new Consolidated Auxiliary Duties (C.A.D.) Matrix .  This document was formerly distributed as a document entitled “Permissible Practice of the Dental Auxiliary.”  The new C.A.D. Matrix is a color-coded quick reference guide which shows the permitted functions and duties for all dental auxiliaries in the dental practice.  This guide is an evolving document that will be updated as dental board rules and statutes are changed.

Opioid Prescribing Education Rules

Senate Bill 2 of the 129th General Assembly requires state agencies, including the Board, to draft rules in collaboration with stakeholders, assess and justify any adverse impact on the business community (as defined by SB 2), and provide opportunity for the affected public to provide input on the rules.

The Board is proposing a new Ohio Administrative Code Rule 4715-6-02 “Prescribing opioid analgesics for acute pain.” and is also proposing to amend Rules 4715-3-01 “Definitions.” and 4715-8-01 “Continuing education requirements.”

CHANGES COMING TO OARRS

The Ohio Automated Rx Reporting System (OARRS) is upgrading to the PMP AWARxE software platform on Tuesday, April 25, 2017.

On April 20, 2017, The OARRS registration function will be disabled to allow for the upgrade to the new system. Anyone wishing to register for an OARRS account should register prior to April 20, 2017.

Saturday, April 8, 2017 Meeting: Opioid prescribing by dentists

The Ohio State Dental Board Law and Rules Review Committee Chair, Marybeth Shaffer, D.M.D., has called a special meeting of the Law and Rules Review Committee for April 8, beginning at 10:30 a.m. for the purpose of discussing proposed opioid prescribing requirements for dentists.

 The Committee meeting is open to the public and will be held in Conference Room A of the Grandview Heights Public Library, 1685 West First Avenue, Columbus Ohio 43212.

Extends Licensure Deadline for Previously Exempted Prescriber Locations that Store Controlled Substances

On April 4, 2017, the State of Ohio Board of Pharmacy adopted the following resolution: Resolution: Extension for Licensure of Entities Possessing Controlled Substances (Adopted 4.3.2017)

The Board hereby grants an extension to all previously exempted prescribers that possess controlled substances in their offices from the requirement to obtain a terminal distributor of dangerous drugs license in accordance with section 4729.541 of the Revised Code. This extension is hereby valid until June 1, 2017.

 This resolution extends the TDDD licensing requirement for these exempted prescribers to June 1, 2017. Wholesalers will still be permitted to sell to these locations during this extension period.   

After June 1, 2017, a wholesaler shipping controlled substances to any prescriber office in Ohio must verify the prescriber is appropriately licensed as a Category III Terminal Distributor of Dangerous Drugs by the State of Ohio Board of Pharmacy.

“Acute Prescribing Rules Announced”

On Thursday, March 30, 2017, Ms. Constance Clark, R.D.H., the Board’s president, joined Governor John R. Kasich and other leadership to announce new limits on opioid prescribing for acute pain. These proposed rules will be discussed by the Board during a special meeting of the Laws and Rules Committee on Saturday, April 8, 2017 at 10:30AM at the Grandview Public Library.  The Rules will then be presented to the full Board and will go through the standard rule review and adoption process.

TDDD- Update as of March 10, 2017

If you hold a General Anesthesia or IV Conscious Sedation Permit with the Ohio State Dental Board, on January 4, 2017, Governor Kasich signed House Bill 319, which requires all locations which possess controlled substances to obtain a Terminal Distributor of Dangerous Drugs (TDDD) license with the Ohio Board of Pharmacy.  Please review the Guidance Document which was published by the Ohio Board of Pharmacy and the Terminal Distributor of Dangerous Drugs License Application, which are attached to this email.

TDDD Requirements for Controlled Substances

All locations that possess controlled substances are required to obtain licensure as a category III terminal distributor of dangerous drugs from the State of Ohio Board of Pharmacy. This requirement applies to all locations and includes previously exempted prescriber practices (dentist, solo-practitioners, etc.) if they possess controlled substances.  Please be advised that this requirement takes effect on April 6, 2017.
